Healthy Blue FSASM features
The following are features of Healthy Blue FSA. Please be aware these features are subject to change depending on the type of FSA your company establishes. (See Account Products.)
- Spend or save mode: You determine if the account is in save mode (Reimbursement is made only when a manual claim is filed or a debit card is used for the transaction.) or spend mode (Claims are paid via automatic reimbursement based on information received from the PPO plan.).
- Debit card: Employees use special debit cards to pay for qualified expenses. Account must be in save mode. (See above.) The debit card is not available if you specify that the FSA only pay for health-plan-covered expenses.
- If you offer stacked accounts, all accounts are accessed from the debit card based on the fund reimbursement order you choose.
- Employers can offer a restricted debit card (usable for pharmacy services and over-the-counter medications, pharmacy only or medical copayments only).
- Online account information: Employees may check their available FSA balances, recent transactions and year-to-date information. They may also call a toll-free number on the back of their Blues ID cards to obtain this information.
- Pay the provider: With this option, the Blues pays health care providers directly from the FSA account. This alleviates additional paperwork and ensures providers are paid promptly.
- Incentives: This is a contribution-based FSA that rewards employees for meeting specific health and wellness criteria (e.g., completing health assessments, smoking cessation programs, etc.).
- FSA grace period: A specified period following the end of the plan year during which an incurred medical expense may be reimbursed using the prior year's FSA funds. The employer specifies the grace period.
- Qualified reservist distribution: All or a portion of the FSA balance may be distributed if these criteria are met:
- The member is a reservist ordered to active duty for 180+ days or indefinitely.
- The request for distribution occurs during the period beginning with the order to active duty and ending on the last day of the plan year that includes the date of the call to active duty.
- Non-Blue member support: This FSA can be obtained by an employee who is not covered by the PPO plan. However, your company must offer the Blues health care coverage. This includes dental- or vision-only coverage. Those with DenteMax dental, VSP vision and BCN medical-surgical coverage are considered non-Blue members.
