Already using or considering a Blue Care Network HMO plan? Combining a Blue Care Network plan with a health reimbursement arrangement enables you to set aside funds for employee deductibles and copayments. An array of options with world-class support provides your company the funding options it seeks. HRAs are tax deductible for you, and tax-exempt for the employee. Your company controls the funds in the HRA.
Why are HRAs popular with groups?
Because HRAs provide two powerful advantages – flexibility and savings. HRA regulations provide the flexibility to tailor an HRA to your budget while meeting employee needs. Employers using consumer-directed health care plans save as much as $1,500 per year, per member, over employers who do not.

How does Healthy Blue HMO HRA work?
The HMO is paired with a Healthy Blue HRA. Your company establishes the dollar amount and limits for the HRA, what it will pay for and in what order. Choices are:
- HRA pays first: The HRA will pay the deductible up to its allocated limit, at which point the employee is responsible.
- Employee pays first: The employee pays up to the required amount, then the HRA pays.
- HRA and employee split payment: You choose what percentage the employee and the HRA pay. Each pays a percentage, with the HRA paying up to the allocation limit.
- Employee pays first, then split: You choose a percentage payable up front by the employee; the HRA then pays up to the allocation limit.
